Release of Ukraine 2020 Policy Dialogue Recommendations

Ukraine: Facing Critical Challenges

Ukraine faces critical challenges on a range of questions: shaping foreign and national security policies appropriate for a medium-sized country located between Europe and Russia; developing a strategy and policies to promote energy security and contribute to sustainable economic growth; and designing educational and cultural policies suitable for advancing the country’s European aspirations and its own national identity. The Ukraine 2020 Policy Dialogue—an initiative of the U.S.-Ukraine Foundation supported by the Democracy Grants Program of the U.S. Embassy in Kyiv—convened four U.S.-Ukrainian task forces earlier this year to discuss these questions and develop policy recommendations for the Ukrainian and U.S. governments. 



On September 28, the Center on the United States and Europe at Brookings (CUSE) will host a discussion of the recommendations developed by the Policy Dialogue. Panelists include four co-chairs of the Dialogue’s working groups: Edward Chow of the Center for Strategic and International Studies; William Miller of the Woodrow Wilson International Center for Scholars; Robert Nurick of the Atlantic Council; and Brookings Senior Fellow Steven Pifer. Brookings Nonresident Senior Fellow Angela Stent will moderate the discussion. Copies of the Policy Dialogue recommendations will be available. Following opening comments, the panelists will take questions from the audience.

Task Force meetings; Expert and Civic Forums in Kyiv

From 4 to 6 June, Ukraiian, U.S., and European experts participating in the Ukraine 2020 policy dialogue will gather in Kyiv for Task Force sessions and to meet with relevant officials and stakeholders.

On 5 June, task forces will particulate in Expert Forums designed to inform the wider expert community on task force work to date and gain feedback.

On 6 June, the U.S.-Ukraine Foundation, together with Ukraine's National Institute of Strategic Studies and the NGO Center-UA will hold a Civic Forum in which  civic leaders, officials, media, and diplomats can learn about work to date in the Ukraine 2020 program and discuss the issues that work has raised.

While in Kyiv, Ukraine 2020 experts will also participate in additional public events designed to stimulate informed public dialogue.

Inaugural Meeting of Energy Task Force

US foreign policy and area experts, under the chairmanship of former U.S. Ambassador to Lithuania Keith Smith and Mr. Edward Chow, met with the Ukrainian Co-chair of the Energy Task Force, Mr. Volodymyr Omelchenko of the Razumkov Center at CSIS in Washington, D.C., to share views on issues related to Ukraine’s energy sector. Issues discussed included the condition of Ukrainian markets, the country’s energy efficiency and independence, and the situation in specific sectors, including oil & gas, electricity, nuclear power, and utilities. On 3 May, the co-chairs met with U.S. officials from the Departments of State and Energy.

US members of the National Security & Defense Task Force met at the Atlantic Council of the United States in Washington, DC to discuss key issues for future task force work and broad themes for the analytical efforts.

Kyiv-Washington Video Bridge for Foreign Policy Task Force

US and Ukrainian members of the Foreign Policy Task Force met in a video teleconference between The Brookings Institution in Washington, D.C. and the Institute for World Policy in Kyiv. The meeting gathered feedback on a draft vision document prepared after the 1 March task force meeting in Washington and agreed next steps for task force work.

Expert Meeting with Iryna Akimova

A small group of Ukraine 2020 participants met with the Iryna Akimova, Deputy Head of Ukraine’s Presidential Administration at the Carnegie Endowment for International Peace in Washington, D.C. for a candid discussion on the progress and challenges in Ukraine’s European reforms. The discussion also identified issue areas and roles where the expert community in Ukraine and abroad could make a useful contribution to moving these reforms ahead.

Expert Forum in Washington with Ambassador Shamshur

Sixteen prominent members of the Washington, D.C. expert community gathered at the Atlantic Council of the United States with former Ukrainian Ambassador to the United States (and Ukraine 2020 Policy Dialogue co-Director) Oleh Shamshur and the U.S. project leadership for a candid, off-the-record discussion of the situation in Ukraine, the state and prospects of Ukraine’s relations with the United States and Europe, and the role of the expert community and society-to-society contacts under the current circumstances.

Inaugural Meeting of Foreign Policy Task Force

US foreign policy and area experts, under the chairmanship of former U.S. Ambassador to Ukraine Stephen Pifer, met with former Ukrainian Ambassador to the United States Oleh Shamshur at The Brookings Institution in Washington, D.C., to share views on issues related to Ukraine’s foreign policy.  In addition to relations with key partners – the European Union, Russia, and the United States – the meeting identified Ukraine’s role as a mid-sized European state and the role of foreign policy in advancing domestic development as two important issues that the task force might seek to address.

Inaugural Meeting of National Security & Defense Policy Task Force

US national security experts, under the chairmanship of Robert Nurick, met with former 1st Deputy Defense Minister of Ukraine Leonid Polyakov at the Atlantic Council of the United States in Washington, D.C. to share views on issues related to Ukraine’s national security and security-related cooperation with the United States and Europe.  Key areas of work brought out in the discussion included national security strategy and planning, effective use of defense cooperation, and defense industrial cooperation.

Senior Ukrainian Experts Visit Washington for Ukraine 2020 Policy Dialogue

Former Ukrainian Ambassador to the United States Oleh Shamshur (2005-2010) and former 1st Deputy Defense Minister Leonid Polyakov (2005-2008) visited Washington, D.C. for the inaugural meetings of the Ukraine 2020 Policy Dialogue Foreign Policy Task Force and National Security & Defense Task Force. They also met, together with the US project leadership, with US officials, including Deputy Assistant Secretary of State Daniel Russell and Deputy Assistant Secretary of Defense Celeste Wallander. The delegation also met with senior staff from the Office of the vice President, the National Security Council, and the Senate Foreign Relations Committee, as well as with the Ukrainian Embassy and important stakeholders in the business and Ukrainian-American communities.

Meeting with Director, National Institute of Strategic Studies (NISS) of Ukraine

Vice President of the U.S.-Ukraine Foundation Markian Bylinskyj and Ukraine 2020 Policy Dialogue co-director James Greene met with NISS Director Andriy Yermalaev to discuss the project and identify possibilities for NISS to actively contribute to the project and dissemination of its results to state authorities.
